The Government offices in Putrajaya developed by Putrajaya Holdings Sdn Bhd is part of privatisation plan by the Government, implemented by UKAS (Unit Kerjasama Awam Swasta) based on a build, lease and transfer arrangement. Chapter 10 of the Ninth Malaysia Plan 2006-2010 under the heading 'Benefits of privatisation' stated that : 'Privatization also led to speedy delivery of facilities, such as in the development of the Federal Government offices in Putrajaya through the build-lease-transfer mode'.
